In Firefox, we require activation for `install()` and we can show a consent prompt to download a potentially large model. We think it should [consume](https://html.spec.whatwg.org/multipage/interaction.html#consume-user-activation) the activation to avoid spamming `install()` requests. The spec doesn't say anything and should.
