getVoices() or equivalent should return a promise #220

Synth and voice retrieval is typically async because it is IO blocking. We (and I think others) return an empty string on the first call to getVoices before the synth is initialized. We then send a voiceschanged event to let the content know synth is inited and voices are available. Developers are rightfully confused by this pattern. This should be a promise.
