uv lock --upgrade does not work if upgrade-package is set in pyproject.toml #19954

Summary

I have an internal package that I always want to keep up to date, so I have it listed under upgrade-package in my pyproject.toml.

However, when I run uv lock --upgrade (or uv sync --upgrade), nothing is upgraded, aside from my one specific package. I would expect that the command line argument would upgrade everything (while still respecting anything specified by upgrade-package).

This used to work correctly, so I traced this issue and found it started back in release 0.10.8, which is where this behavior first starts appearing. Specifically, it appears to be related to the fix made here:
#18226
