Store project health metrics #6249

Create the required database tables to store project health metrics (see oss-review-toolkit/ort#12155) and map the stored data when creating OrtResult objects.

The documentation and documentationLink for every metric are repeated for every single package, consider deduplicating this in the database to save storage space.
