Turns out this was an API error. Leaving this bug as a reminder to regenerate once cl/1009142925 is resolved.

Temporary Workaround
To unblock this week's Wednesday googleapis API sources update across the rest of the monorepo, skip_generate: true has been set on google-cloud-chronicle in librarian.yaml referencing this issue.

As it turns out, this API needs to be held from regen/release until cl/1009142925 is resolved.
