Closure parameters in an array argument are not inferred from generic array keys #15269

Follow-up to my comment in phpstan/phpstan-src#6422 (comment): when the array argument's own keys decide the template, the closures inside it get the template's bound instead of the resolved type.

Expected output

Both dumped types should be 'email'|'name' instead of string.
