In [open a database connection](https://w3c.github.io/IndexedDB/#open-a-database-connection), there doesnt seem to be anything that sets the requests processed and done flags.. Step 10.6 sets it via [upgrade a database](https://w3c.github.io/IndexedDB/#upgrade-a-database), but in the case that we dont enter step 10, the request is left in the unprocessed state. This will block some steps like [deleting a database](https://w3c.github.io/IndexedDB/#deleting-a-database) step 3, that says `Wait until all previous requests in queue have been processed` Am I missing a spot where this would be set? or is it a spec issue?

The open() steps (5.2.1.3 and 5.2.2.2) set the done flag, but I think you're correct and the processed flag isn't set. So: spec issue, new in "v3"
I suspect this was introduced back in 671f315 with the processed flag itself.
PRs welcome!
