Summary

Two CSS minifier fixes, plus the table-width and tooling work that had been sitting unmerged on two stale branches.

mergeLonghands' rewrite sat inside the removeDeadRules block, so turning the latter off silently stopped the former: with removeDeadRules: false, margin:1px;margin-top:5px stayed unfolded. And gathering a repeated top-level @layer block folded the later body in as text, so the two rules meeting where the bodies join were never offered the join a second minify pass then made. Default output is unchanged by the first and only ever smaller from the second.

Alongside: the browser-version tables narrow from Float64Array/Int32Array to Uint32Array/Uint16Array (25252 bytes of backing store to 12626) by dropping the NEVER sentinel from 1e15 to 1e9; an rgb()/polar-color read collapses to one match; and benchmark:css-tools now reports the /*! legal notices a minifier drops beside the classes it loses.

What kind of change does this PR introduce?

fix

Did you add tests for your changes?

Yes — test/unitCases/CssSyntax.unittest.js: a switch-independence matrix over all ordered pairs of optimization.minimize.css switches, a seam-join case that also asserts a second pass finds nothing, and bounds tests for the narrowed version tables.

Does this PR introduce a breaking change?

No.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

n/a

Use of AI

Yes. Claude Code ported the two stale branches onto current main, re-implemented the switch fix against code that had moved under it, and wrote the seam-join fix and the tests, under my direction; I reviewed every hunk. Two commits from those branches turned out to be obsolete (main already guards _namedLayerOpener with _isNamedLayerAtRule, and _minifyInlineCss is gone) and were dropped rather than carried.

Summary by CodeRabbit

  • Bug Fixes
    • Improved CSS minification by correctly joining adjacent rules from top-level @layer blocks.
    • Ensured each CSS optimization setting operates independently.
    • Reduced browser-version data size without changing supported version boundaries.
    • Improved color-function processing and longhand property merging.
    • Improved detection and reporting of dropped legal notices in CSS comparisons.
  • Chores
    • Streamlined CSS comparison output for clearer loss reporting.

The two version tables and the index into them were a Float64Array pair and
an Int32Array because `NEVER` was 1e15. Every real version fits well under
2**31, so a sentinel of 1e9 lets all three narrow and V8 hand each element
back unboxed.
Folding a longhand into the shorthand before it is `mergeLonghands`' rewrite,
but the call sat inside the `removeDeadRules` block, so it stopped with that
switch rather than its own. Default output is byte-identical: both switches
are on unless asked otherwise.
`hsl()`, `hwb()` and the lab family reached their three or four arguments
through `replace` then `split` then `filter`, which built a copy of the
argument text and two arrays to arrive at the same few strings. One global
match over the runs between the separators returns them directly.

Measured over 40 prints of bulma: 95 scavenges become 92, reproducibly, and
bootstrap — which names no polar color — stays at 46, so the drop is where
the calls are and nowhere else. CPU is unchanged (median of 27 paired
batches, -0.4%, inside a +-0.4% null band). Output is byte-identical on four
framework stylesheets and nine polar-color shapes.

(cherry picked from commit d2d5a41)
A `/*!` comment is the convention every minifier is meant to preserve, and
dropping one is content lost the way a class is — silently, with the copyright
its license requires gone. The comparison names it beside the lost classes.
The blocks carried over from the two branches predate `lint:comments`, and
re-indenting the dead-rule loop made its note count as added.
Gathering a repeated top-level `@layer` block folded the later body in as
text, so the two rules meeting where the bodies join were never offered the
join a second pass then made. The entry the block printed is handed to the
gather — node indices are recycled and emission lags a node, so reading it
back from the table would find another block's.

📝 Walkthrough

Walkthrough

The CSS minifier now joins top-level layer rules across gather seams, separates dead-rule removal from longhand merging, and uses compact browser-version tables. Tests cover these behaviors and independent transform switches. The comparison tool reports dropped legal notices.

Changes

CSS minifier updates

Layer / File(s) Summary
Browser-version table representation
tooling/generate-css-data.js, test/unitCases/CssSyntax.unittest.js, .changeset/079-css-version-table-width.md
Generated browser-version data uses unsigned integer arrays and a smaller sentinel. Tests validate array types, bounds, and offsets.
CSS syntax and transform behavior
lib/css/syntax.js, test/unitCases/CssSyntax.unittest.js, .changeset/081-css-top-level-gather-seam.md
Top-level layer entries can be merged across gather seams. Color arguments use a precompiled matcher. Dead-rule removal and longhand merging use separate flags. Tests cover layer joining and fixed-point output.
Independent transform switches
test/unitCases/CssSyntax.unittest.js, .changeset/080-css-switch-independence.md
Tests verify that disabling one CSS transform switch does not disable other transforms.
Legal-notice comparison reporting
tooling/compare-tools-harness.js, tooling/compare-css-tools.js, test/unitCases/CompareToolsHarness.unittest.js
Shared helpers scan legal notices and format loss columns. The comparison tool uses them to report dropped legal notices and classes.

Priority: ⬇️ Low

Change: Bug fix

Merge Risk: 🔵 Low · up to b521e

Legal-notice loss reporting can regress without detection in the CSS comparison output. The change is otherwise bounded, but report-level coverage would improve merge confidence.

Generated code size

Comparing b521ec5 merged into 48daa1d against 48daa1d. Merging this pull request will not change the code webpack generates.

What moved Cases Assets Gzip Raw Case source
Changed, same case source 0 0 — — —
Changed, case source moved 0 0 — — —
New 0 0 — — —
Deleted 0 0 — — —
Unchanged — 7716 — — —

Changed, same case source is the row that is webpack's doing — those assets are built from byte-identical module source, so what moved is what webpack generates. Changed, case source moved is mostly a case this pull request edited: Case source is how many bytes of module source those cases gained, which is what their output delta has to be read against, and a bundle that grew by less than its case did is not a regression. New and Deleted are whole assets rather than deltas, so a pull request adding cases cannot bury a real change. Gzip decides — it is what a user downloads, and a re-encoding can cut raw bytes while costing wire bytes; raw is the tiebreak, and brotli and zstd are per asset below.

No asset changed size.

No runtime gained or lost a runtime module.

Built test/configCases with the defaults a user gets: 2176 case(s), 7716 asset(s), 87 emitted nothing.

Add coverage for legal-notice loss output.

tooling/compare-css-tools.js exports only fixture metadata, and no test references this report or its output strings. Add focused coverage for no loss, class-only loss, notice-only loss, and combined loss. The repository’s test/README.md requires tests for pull requests.

The legal-notice count and the column it prints were written into
compare-css-tools.js, where no suite reaches them. Both are pure, so they
move to compare-tools-harness.js beside the other column formatters and
are covered there; a one-class row now says "1 class!" rather than "1
classes!".

Matching `/*!` in raw text counted the same characters sitting inside an

[Compare Source](https://github.com/webpack/webpack/compare/v5.109.2...v5.110.0)

##### Minor Changes

- Wrap concatenated modules in lazy `__webpack_require__.cw` accessors and inline `require()`, keeping a wrapped body's names and side effects intact. (by [@hai-x](https://github.com/hai-x) in [#21519](https://github.com/webpack/webpack/pull/21519))

- Add performance hints reporting what a build costs: duplicate packages and modules, circular dependencies, broad contexts, large modules and chunks, hotspots, `eval`, missing PURE annotations, polyfills, redundant dynamic imports, OS-dependent rules, cache effectiveness, how chunks load, what splitting refused, why an optimization was skipped, and rules, defines, externals, aliases and barrel reexports nothing uses. An oversized asset names its largest modules, and an entrypoint carrying the runtime recommends `optimization.runtimeChunk`. Enable every check not set individually with `performance.all`, report hints in stats only with `performance.hints: "stats"`, and get them in a stable order that leaves the build hashes unchanged. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Add the `descriptionRelativePath` module rule condition. (by [@alexander-akait](https://github.com/alexander-akait) in [#21705](https://github.com/webpack/webpack/pull/21705))

- Allow marking externals as side-effect-free with a `sideEffects` flag. (by [@alexander-akait](https://github.com/alexander-akait) in [#21712](https://github.com/webpack/webpack/pull/21712))

- Give externals the original request of a context module element. (by [@alexander-akait](https://github.com/alexander-akait) in [#21780](https://github.com/webpack/webpack/pull/21780))

- Resolve `@custom-media` values that are `true` / `false` or name another custom media. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Add the `__webpack_css_server_styles__` module variable to read the CSS collected while rendering without a DOM, and keep that CSS in the order the styles were applied. (by [@alexander-akait](https://github.com/alexander-akait) in [#21576](https://github.com/webpack/webpack/pull/21576))

- Patch the HTML `
` in place on hot update instead of forcing a full reload, including when a `` that never executed is removed. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Scope counter names in CSS modules; fix the `counter()` counter-style and `animation` timeline keywords. (by [@alexander-akait](https://github.com/alexander-akait) in [#21600](https://github.com/webpack/webpack/pull/21600))

- Tree shake CommonJS: `module.exports` object literals, exports destructured from a `require()` binding, unused method requires, and unused side-effect-free `require()` calls and reexports. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Resolve relative entry `baseUri` values and bake one side of a hash cycle. (by [@alexander-akait](https://github.com/alexander-akait) in [#21750](https://github.com/webpack/webpack/pull/21750))

- Minify CSS further, only where the document is unchanged: shorthands and box longhands, `font-weight`, `<position>` and `font-stretch` keywords, colors (polar, Lab and `hsl()` converted to hex), numbers, times, zero units, `calc()` and every math function the spec names folded over constants, selector lists, An+B, keyframe selectors, media-feature ranges, `unicode-range`, `transition` layers, `display`, transforms, gradients, font families, identical repeated declarations, and rules an identical later one makes dead. Abilities are read off the target browsers, `vendorPrefixes` adds and drops vendor prefixes for them, and `rewriteCustomProperties` shortens custom property values. Minification never changes whether a declaration parses, and beautifying keeps every rule. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Safely minify CSS (with source maps) and HTML assets when `optimization.minimize` is enabled, unless a minimizer is already configured for them, making only transformations an engine cannot tell apart. Every rewrite is named as an option, so it can be switched off. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Minify HTML further where the parsed document is unchanged: drop redundant quotes, whitespace nothing renders, escapes text does not need, implied tags, optional end tags nothing prints behind, empty attributes and nested empty elements; fold enumerated values and casing; normalize each attribute against the element it is on; and rewrite `style`, token lists, `srcset`, `sizes`, URL, integer and boolean attributes, viewport `content`, inline `` and a JSON `` body through their own grammars. Adds the `optimization.minimize.html` options `collapseWhitespace`, `mergeStyles`, `minifyConditionalComments`, `minifySrcdoc`, `preserveComments`, `removeEmptyAttributes`, `removeEmptyElements`, `removeImpliedTags`, `removeRedundantAttributes`, `sortAttributes` and `sortTokenLists`, and keeps an end tag the parent, the next element or the adoption agency would otherwise restructure the tree over. - Follow the HTML spec more closely when parsing and printing: frameset content, quirks paragraphs and selects, `` outside foreign content as a bogus comment, `<?target data?>` as a processing instruction, `</>` dropped, comment data and DOCTYPE identifiers read from the tokenizer states, attributes merged from a repeated `
`/`
` tag, legacy JavaScript script types, void `keygen` and font format detection — and hand back the tree a parsed document was built from when printing it. ##### Patch Changes

- Fix broken HMR with `output.module` and non-`import` chunk loading by emitting a plain-JSON hot-update manifest. (by [@alexander-akait](https://github.com/alexander-akait) in [#21460](https://github.com/webpack/webpack/pull/21460))

- Fix unused CSS module exports leaking into the JS wrapper. (by [@alexander-akait](https://github.com/alexander-akait) in [#21301](https://github.com/webpack/webpack/pull/21301))

- Fix deferred import evaluation: re-throw cached errors, guard forcing a still-evaluating module, keep re-exported deferred namespaces identical, and evaluate initial-chunk deferred context imports lazily. (by [@alexander-akait](https://github.com/alexander-akait) in [#21446](https://github.com/webpack/webpack/pull/21446))

- Keep ESM live bindings for a module library's entry exports, including when the runtime is emitted as a separate chunk. (by [@alexander-akait](https://github.com/alexander-akait) in [#21349](https://github.com/webpack/webpack/pull/21349))

- Fix SplitChunks merging undersized modules into the wrong result group. (by [@alexander-akait](https://github.com/alexander-akait) in [#21356](https://github.com/webpack/webpack/pull/21356))

- Fix named id assignment reusing an already-used numbered suffix, which could produce duplicate module/chunk ids. (by [@alexander-akait](https://github.com/alexander-akait) in [#21406](https://github.com/webpack/webpack/pull/21406))

- Fix inlined non-binary asset modules with `encoding: false` emitting "undefined" instead of their content. (by [@alexander-akait](https://github.com/alexander-akait) in [#21406](https://github.com/webpack/webpack/pull/21406))

- Decode non-base64 data URIs as UTF-8 so multi-byte characters are preserved. (by [@alexander-akait](https://github.com/alexander-akait) in [#21366](https://github.com/webpack/webpack/pull/21366))

- Keep required JSON data intact when a prototype method (e.g. `arr.includes()`) is called on it. (by [@alexander-akait](https://github.com/alexander-akait) in [#21433](https://github.com/webpack/webpack/pull/21433))

- Recognize modern RegExp flags (`d`, `s`, `u`, `v`) when statically evaluating `new RegExp(...)`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21366](https://github.com/webpack/webpack/pull/21366))

- Merge object-form and dotted DefinePlugin definitions so `import.meta.env`/`process.env` are consistent across direct, whole-object and destructured access. (by [@alexander-akait](https://github.com/alexander-akait) in [#21419](https://github.com/webpack/webpack/pull/21419))
