Update "report the exception" and "invoke" usage #212
Description
See whatwg/html#10516 and whatwg/webidl#1423.
- Fix all "invoke" usages to pass an appropriate exceptionBehavior value.
- Fix remaining exception reporting
- "report the exception" -> "report an exception"
- Add an appropriate global object.
- Most cases can be deleted because of step 1
