The cherry-pick applied cleanly to 42-x-y with no conflicts. content::ReconnectableURLLoaderFactory (content/browser/loader/reconnectable_url_loader_factory.h) has the same constructor and CreateCallback signature at 42-x-y's Chromium 148.0.7778.280, and URLLoaderFactoryBuilder::Finish<mojo::PendingRemote<...>> is available there too. The spec hunk needed no adaptation: 42's spec/api-net.spec.ts still uses chai, but the changed lines only use net.fetch, respondNTimes and waitUntil, which 42 already has.

Checked locally: oxlint on spec/api-net.spec.ts, clang-format on the changed C++ files, and tsc on the spec project all pass. It hasn't been compiled locally; the crash recovery spec (which needs the DCHECK-only testing binding) will first run in this PR's CI.

Hold a content::ReconnectableURLLoaderFactory for the session's URLLoaderFactory instead of resetting the cached factory from a Network Service process gone handler, which can run before StoragePartitionImpl has reinitialized its NetworkContext. The factory's create callback rebuilds the WillCreateURLLoaderFactory chain from the default StoragePartition's current NetworkContext whenever the cached factory has been disconnected. Make the main-process crash recovery spec probe net.fetch() right after the restart instead of sleeping for 500ms, so it exercises this window.
