What does this PR try to resolve?
In the explicit dependencies (#16960) RFC, the stable standard library crates are fixed to
0.0.0. This will allow Cargo to assume the version of these packages if necessary, so I'd like to update the mock-std component to match this invariant. In any case the versions of these crates will be visible in future resolve/lockfile tests so I'd like mock-std tests to match the real ones.The mock-std component still differs from the real versions of various unstable standard library crates, but I'd like to leave those versions different to hopefully catch if Cargo starts wrongfully assuming the versions of those crates too.
