Summary

Copying static files into the output directory needs copy-webpack-plugin today, so output.copy brings it into core: a pattern is a from plus an optional to, filename and transform, glob matching reuses webpack's own lib/util/globUtils.js, and every copied file is cached behind a file system snapshot so a rebuild re-reads only what changed.

The option surface is deliberately smaller than the plugin's, calibrated against Vite's publicDir, vite-plugin-static-copy, rollup-plugin-copy and esbuild-plugin-copy: to is a destination directory (never a dir/file/template guess, so toType is gone), filename is a webpack filename template within it (default [path][base], so it renames, flattens and hashes), a pattern that copies nothing warns rather than failing the build (so noErrorOnMissing is gone, and ignoreWarnings silences it), a later pattern replaces an earlier one (so force is gone), and from is the only file selector. output.copy also accepts a bare string or an array of strings.

What kind of change does this PR introduce?

feat

Did you add tests for your changes?

Yes — test/configCases/copy/{basic,glob,shorthand,transform,to-option,missing,errors}, plus test/watchCases/copy/{copy,clean} for rebuilds and output.clean, and test/hotCases/copy/copy for HMR.

Does this PR introduce a breaking change?

No, it is a new option.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

output.copy needs a page on webpack.js.org: the pattern shape (from, to, filename, transform), the [path][base] default, the warning on a pattern that copies nothing, and a migration note from copy-webpack-plugin (to: "dir" keeps working; toType/filter/force/priority/info/noErrorOnMissing have no equivalent).

Use of AI

AI was used throughout, under review at each step: it wrote the implementation and tests, ran the option surface against the other bundlers' copy plugins to decide what to keep, and measured the claims made above (glob base extraction against glob-parent, the exclusion and re-emit behaviour, watch rebuilds). Every design decision here was made or confirmed by me.

343-345: 🚀 Performance & Scalability | 🔵 Trivial | 🏗️ Heavy lift

The walk reads the whole subtree below base before the glob filter runs.

walkDirectory(fs, base, new Set()) enumerates every descendant of base, and the glob is applied afterwards. The cost is the size of the subtree, not the size of the match set.

base is the literal prefix of the glob, so a pattern with an early wildcard produces a very wide base. from: "*.txt" resolves base to compiler.context, and the walk then stats every file in the project, node_modules included, on every build and every rebuild. from: "static/**/*.png" is fine, because base is static.

Prune during the walk instead of after it: test each directory against the glob prefix before descending, and skip the subtree when no match is possible.

#!/bin/bash
# Check whether globUtils already exposes a prefix/partial matcher to prune with.

Add a non-matching source fixture.

The case asserts that all/skip.log is absent, but the supplied glob fixtures contain no assets/skip.log. The assertion passes even if the glob incorrectly copies .log files. Add the fixture before asserting its absence.

Use an existing directory for the unmatched-glob case.

The case contains no assets fixture, so assets/*.png is another missing path. Add a non-PNG file under assets/ to verify the distinct zero-match glob warning.

The negative assertion has no source fixture.

The cohort supplies no assets/skip.log. exists("all/skip.log") is therefore false regardless of what the glob matches. The test passes even if the glob wrongly copies .log files. Add an assets/skip.log fixture so the assertion tests the glob.

Copies files and directories into the output directory without a plugin. A
pattern is a `from` plus an optional `to`, `filename` and `transform`, glob
matching reuses webpack's own, and each copied file is cached behind a file
system snapshot so a rebuild re-reads only what changed.
Only `**` matches across depths, so a glob without one names how deep a match
can sit and the walk no longer descends past it. `from: "*.txt"` at a project
root drops from 239 stats and 7 readdirs to 29 and 1 over a 200-file
`node_modules`.

Also states 5.111.0 as the release the option ships in, and gives the
zero-match case a directory to match nothing in.
`assets/skip.log` was never in the repository — `.gitignore` drops `*.log` —
so the assertion that the glob leaves it behind passed on an absent file.
A `.md` fixture is tracked, and the case now also states what the glob does
copy.
`extractGlobBaseDir` returns a forward-slashed path with a trailing
separator, so the walk read `D:/…/static/` while the context dependency
registered for it was `D:\…\static`. The input file system caches readdir
under that exact string, so on Windows nothing ever invalidated the
listing and a file added to a watched directory was never copied —
`watchCases/copy/copy` step 2 failed on all three Windows shards. POSIX
only differed by the trailing separator, which the prefix purge forgave.

The base is now normalized once, and the walk and the watched directory
are that one path.
`copy/unreadable` hands the plugin a file system which denies a file and a
directory and offers no `realpath`, so the error paths around `stat`,
`readdir` and the pattern-level catch are exercised and an unreadable
source is shown to surface as a build error rather than a crash.
`copy/plugin` uses the exported `webpack.CopyPlugin` directly.
`_resolveGlob` returns an absolute pattern as written, so `..` survived in the
glob while the walk resolved it away — `/repo/src/../assets/*.txt` matched
nothing and warned that it copied no file. The glob is now re-anchored on the
normalized base, so both sides name the same directory.
`readdir` hands back the type of every entry alongside its name, so the walk
no longer stats each one to ask. Only a symlink still pays for a stat, and it
alone can lead back to a directory already walked, so the realpath guard moved
there too — one per pattern instead of one per directory.

Over 1000 files where `from: "assets/*.png"` matches 20, the pattern costs 49
file system operations instead of 1029; copying a 350-file tree whole costs
749 instead of 829, the rest being the per-file snapshots. A watch rebuild
reads each directory once more than before, because a listing carrying types
is not served from the input file system's cache — which is also why an added
file can no longer be missed.

This fixes a directory reachable both directly and through a symlink: the
realpath guard applied to real directories too, so whichever of the two the
concurrent walk reached first won and the other was silently dropped.
`from: "C:\\*.png"` left the walk a relative base of `.`, which failed the
build with "is neither a posix nor a windows path". An absolute pattern is a
path, so its backslashes now separate rather than escape it, as
copy-webpack-plugin does; a relative one keeps them, since a posix name may
hold one. Resolving the base against the context guarantees it is absolute,
which is also what `trimTrailingSeparator` was hand-rolling.

Covers the `from` shapes in configCases/copy/glob, and pins the two dependency
sets a watch rebuild of a changed copied file goes through.
`to` defaults to `output.path` itself, and a glob separates with `/`, matches
dot files and takes `*`, `**`, `?`, `[]` and `{}` — none of which the option
said. A TODO records why a changed copied file does not reload a dev server:
it is emitted after the compilation hash, which therefore does not move.
…lowing

`caseSensitive: false` makes the glob ignore the case of a file name, which
`globUtils` already took and the plugin never passed on. `followSymlinks:
false` leaves a symbolic link alone rather than walking into it and copying
what it names, and skips the stat and the realpath a link otherwise costs.
Both default to true, so nothing changes for a pattern that sets neither.
`caseSensitive` and `followSymlinks` move there, where the other copy plugins
keep them, and `dot` joins them: false leaves a file or a directory whose name
starts with a dot to a pattern which names it, as `globUtils` already knew how
to and the plugin never asked for. All three default to true, so a pattern
without `globOptions` copies what it did before.
Closes the gaps against copy-webpack-plugin and the other bundlers' copy
plugins, all inside the pattern that already exists:

- `from` also takes a list, copied in order; a file two of them reach is
copied once, where the first puts it.
- `context` roots how a relative `from` resolves and where what it copies
lands, so several patterns can share one structure.
- `globOptions.ignore` leaves files out, and skips a directory it names
whole rather than listing what it would drop.
- `globOptions.deep` caps how far below the base the walk reads.
- `info` adds asset info, as an object or per file.
- `transform` also takes `{ transformer, cache }`, so a transform can opt
out of the cache or name what else it depends on.
- `output.copy` also takes `{ patterns, concurrency }`, where
`concurrency` bounds how many files are read at once.

File mode, symbolic links kept as links, and timestamps stay out: they
need per-asset support in the emit path, not another pattern option.
`to` also takes a function now, and it reads the file from the same
object `info` does, so a pattern has one callback argument rather than
two unrelated ones. That object's `filename` is the path relative to
`to`, which is what both callbacks can know.

`filename` keeps webpack's `(pathData, assetInfo)`: it is a filename
template like every other one in the configuration, and that is what
lets it interpolate `[contenthash]`.
The example copies a directory and two roots into one destination, and
registers a ~30-line plugin that merges copied assets into one — what
`copy-webpack-plugin`'s `transformAll` does. `output.copy` keeps one
source file to one asset, so merging is a second pass over what it
emitted: pick the assets carrying `info.copied`, key a cache item on
their contents, emit the merged asset and delete the parts.
`globOptions.followSymlinks: false` used to skip a link; it now copies
the link itself, pointing where it already points. That is what
`dereference: false` means to the other bundlers' copy plugins, and it
answers copy-webpack-plugin#381: a relative link keeps resolving once
the link and its target are both copied.

Emitting a link needs the emit path to create one rather than write
bytes, so an asset can now carry `info.symlink` ({ target, isDirectory })
and `Compiler` creates the link, replacing whatever is at that path and
leaving an existing link that already points there alone. The asset's
source is the target, so nothing of the file is read and stats, watch
and `output.clean` still see it — `CleanPlugin` lstats, so a copied link
is unlinked rather than walked into.

Resolving stays the default: a link in the output directory is only
valid where its target travels with it, which is why
vite-plugin-static-copy defaults `dereference` to true as well.

Also records a TODO that the copy stage is fixed, so a copied file is
minified and compressed like any other asset.
`output.copy.stage` is the `processAssets` stage the copy runs at,
defaulting to `PROCESS_ASSETS_STAGE_ADDITIONAL` as before. A later one
puts a copied file past whatever would otherwise act on it, so it lands
on disk as it is rather than minimized and compressed like every other
asset — the analogue of the `hook` option the other bundlers' copy
plugins expose.

It belongs to the whole option rather than to one pattern: patterns are
copied in order and a later one replaces an earlier one, which a
per-pattern stage would silently reorder. `output.clean` is unaffected,
tapping `emit` after every stage.
A copied file is stamped with the time it was written, which loses what the
file it came from carried. An asset now carries its times in 'info.timestamps'
and the compiler sets them on what it wrote.
A copied file whose content did not change is compared and left alone, so a
build which turned 'preserveTimestamps' on, or one whose source was touched,
never set the times it carried.
A copied file is written with the permissions a new file gets, so an
executable one loses its bit. An asset now carries 'info.mode' and the
compiler chmods what it wrote, or what it left alone when the mode differs.
'main' replaced neo-async with lib/util/async.js and dropped the dependency,
which left the copy plugin requiring a package webpack no longer has. Adds the
'mapLimit' it needs next to 'eachLimit'.
'fs.rmSync' arrived in node 14.14, and the harness runs a fixture on every
version from 10.13, so the node 10 and 12 jobs failed before the case ran.
'* text=auto' checks a fixture out with CRLF on windows, so a case comparing
what it copied read one byte more than it wrote.
A pattern reaching a file named like a chunk silently put itself in the
bundle's place. A later pattern still replaces an earlier one.
'concurrency' and 'stage' stay on the plugin, which is what a build needing
them reaches for. Annotates three helpers with the normalized output options
they are actually handed, which the narrower option type now catches.
@github-actions github-actions Bot added the area: html Experimental HTML support (lib/html) label Sep 7, 2026
Copies a prebuilt vendor bundle through 'new CopyPlugin({...})', which is
where 'concurrency' and 'stage' live. Says what 'stage' does not do: the
minimizer taps with 'additionalAssets', so it re-runs for an asset added at
any later stage and only 'info.minimized' leaves a built file alone.

An explicit 'context' below what 'from' names made the copied path climb out
of it, which 'emitAssets' then joined onto 'output.path' and wrote outside the
build's own directory. 'updateAsset' merges an info object, so a copy landing
on an earlier one kept a mode or a symlink it never asked for. The kept-file
check also compared times a 'Date' had already truncated, redoing 'utimes' and
'chmod' on every rebuild.
It was the one 'asset.info' flag with a printer but no entry, so its position
came from the fallback rather than the list. Sits next to 'sourceFilename',
which the same copy sets, and no output moves.

- Minify inline CSS and JSON via `renderEmbeddedSource`, exporting webpack's own. (by [@alexander-akait](https://github.com/alexander-akait) in [#21993](webpack/webpack#21993))

- Export `cssMinify` and `htmlMinify` on `css.syntax` and `html.syntax`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21953](webpack/webpack#21953))

- Make `processResult` async and let a tap rename the asset it rewrote. (by [@alexander-akait](https://github.com/alexander-akait) in [#21854](webpack/webpack#21854))

- Lower a CSS spelling a target cannot read and write a color fallback before one. (by [@alexander-akait](https://github.com/alexander-akait) in [#21926](webpack/webpack#21926))

- Allow optional filesystem cache build dependencies. (by [@xiaoxiaojx](https://github.com/xiaoxiaojx) in [#21849](webpack/webpack#21849))

- Add `output.environment.topLevelAwait` and await every async ESM entry. (by [@alexander-akait](https://github.com/alexander-akait) in [#21915](webpack/webpack#21915))

##### Patch Changes

- Minify an embedded body through the embedded path, dropping three html options. (by [@alexander-akait](https://github.com/alexander-akait) in [#21936](webpack/webpack#21936))

- Take a minified `style` attribute's answer whatever quoting it needs. (by [@alexander-akait](https://github.com/alexander-akait) in [#21936](webpack/webpack#21936))

- Name chunk imports in the chunk loader, not at each import site. (by [@alexander-akait](https://github.com/alexander-akait) in [#22076](webpack/webpack#22076))

- Repair hashed names; under HMR bake hashed url maps and reload moved css names. (by [@alexander-akait](https://github.com/alexander-akait) in [#21916](webpack/webpack#21916))

- Enable `output.module` for `module` and `modern-module` library types. (by [@alexander-akait](https://github.com/alexander-akait) in [#22071](webpack/webpack#22071))

- Name an anonymous `export default class` before its static initializers run. (by [@alexander-akait](https://github.com/alexander-akait) in [#21910](webpack/webpack#21910))

- Throw on a non-optional read past an undefined `DefinePlugin` member. (by [@alexander-akait](https://github.com/alexander-akait) in [#22017](webpack/webpack#22017))

- Reject a fulfilled async cycle member with the cycle's evaluation error. (by [@alexander-akait](https://github.com/alexander-akait) in [#21921](webpack/webpack#21921))

- Preserve live bindings when reexporting external ESM exports. (by [@bjohansebas](https://github.com/bjohansebas) in [#22082](webpack/webpack#22082))

- Use configured external requests in ESM star reexports; reject property paths. (by [@bjohansebas](https://github.com/bjohansebas) in [#22079](webpack/webpack#22079))

- Preserve import attributes on ESM library star reexports of externals. (by [@bjohansebas](https://github.com/bjohansebas) in [#22081](webpack/webpack#22081))

- Refresh a cached module's `resolveOptions` from the factory, not the pack. (by [@hai-x](https://github.com/hai-x) in [#21945](webpack/webpack#21945))

- Read a `` decoded, so a reference-spelled type is minified. (by [@alexander-akait](https://github.com/alexander-akait) in [#21933](webpack/webpack#21933))

- Read the extension out of a path-scoped rule's alternation, class or braces. (by [@alexander-akait](https://github.com/alexander-akait) in [#21946](webpack/webpack#21946))

- Keep an HTML attribute name or list token holding a foreign template delimiter. (by [@alexander-akait](https://github.com/alexander-akait) in [#22018](webpack/webpack#22018))

- Answer a name a module does not export from the spec namespace. (by [@alexander-akait](https://github.com/alexander-akait) in [#22092](webpack/webpack#22092))

- Give a deferred namespace the spec's exotic shape when the exports are known. (by [@alexander-akait](https://github.com/alexander-akait) in [#21939](webpack/webpack#21939))

- Give a JSON, text or CommonJS namespace the spec's exotic shape and identity. (by [@alexander-akait](https://github.com/alexander-akait) in [#22087](webpack/webpack#22087))

- Report a missing asset instead of a code generation deadlock. (by [@alexander-akait](https://github.com/alexander-akait) in [#21992](webpack/webpack#21992))

- Keep a concatenated CommonJS reference a separate statement, guarding it once. (by [@alexander-akait](https://github.com/alexander-akait) in [#21962](webpack/webpack#21962))

- Keep CSS module exports for a direct loader `importModule()` call. (by [@alexander-akait](https://github.com/alexander-akait) in [#22047](webpack/webpack#22047))

- Fix `import.meta` and `require.main`, and scope-hoist `import.meta.main`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21973](webpack/webpack#21973))

- Honor `resolve.fileSystem` and say where `module.exprContextCritical` moved. (by [@alexander-akait](https://github.com/alexander-akait) in [#22091](webpack/webpack#22091))

##### Minor Changes

- Wrap concatenated modules in lazy `__webpack_require__.cw` accessors and inline `require()`, keeping a wrapped body's names and side effects intact. (by [@hai-x](https://github.com/hai-x) in [#21519](https://github.com/webpack/webpack/pull/21519))

- Add performance hints reporting what a build costs: duplicate packages and modules, circular dependencies, broad contexts, large modules and chunks, hotspots, `eval`, missing PURE annotations, polyfills, redundant dynamic imports, OS-dependent rules, cache effectiveness, how chunks load, what splitting refused, why an optimization was skipped, and rules, defines, externals, aliases and barrel reexports nothing uses. An oversized asset names its largest modules, and an entrypoint carrying the runtime recommends `optimization.runtimeChunk`. Enable every check not set individually with `performance.all`, report hints in stats only with `performance.hints: "stats"`, and get them in a stable order that leaves the build hashes unchanged. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Add the `descriptionRelativePath` module rule condition. (by [@alexander-akait](https://github.com/alexander-akait) in [#21705](https://github.com/webpack/webpack/pull/21705))

- Report inner-graph, AMD and bare `module` bailouts in `optimizationBailout`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21740](https://github.com/webpack/webpack/pull/21740))

- Allow marking externals as side-effect-free with a `sideEffects` flag. (by [@alexander-akait](https://github.com/alexander-akait) in [#21712](https://github.com/webpack/webpack/pull/21712))

- Give externals the original request of a context module element. (by [@alexander-akait](https://github.com/alexander-akait) in [#21780](https://github.com/webpack/webpack/pull/21780))

- Add `output.library.umdAmdContainer` for an AMD-style loader branch in UMD. (by [@hai-x](https://github.com/hai-x) in [#21770](https://github.com/webpack/webpack/pull/21770))

- Resolve `@custom-media` values that are `true` / `false` or name another custom media. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Add the `__webpack_css_server_styles__` module variable to read the CSS collected while rendering without a DOM, and keep that CSS in the order the styles were applied. (by [@alexander-akait](https://github.com/alexander-akait) in [#21576](https://github.com/webpack/webpack/pull/21576))

- Patch the HTML `
` in place on hot update instead of forcing a full reload, including when a `` that never executed is removed. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Scope counter names in CSS modules; fix the `counter()` counter-style and `animation` timeline keywords. (by [@alexander-akait](https://github.com/alexander-akait) in [#21600](https://github.com/webpack/webpack/pull/21600))

- Tree shake CommonJS: `module.exports` object literals, exports destructured from a `require()` binding, unused method requires, and unused side-effect-free `require()` calls and reexports. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Resolve relative entry `baseUri` values and bake one side of a hash cycle. (by [@alexander-akait](https://github.com/alexander-akait) in [#21750](https://github.com/webpack/webpack/pull/21750))

- Minify CSS further, only where the document is unchanged: shorthands and box longhands, `font-weight`, `<position>` and `font-stretch` keywords, colors (polar, Lab and `hsl()` converted to hex), numbers, times, zero units, `calc()` and every math function the spec names folded over constants, selector lists, An+B, keyframe selectors, media-feature ranges, `unicode-range`, `transition` layers, `display`, transforms, gradients, font families, identical repeated declarations, and rules an identical later one makes dead. Abilities are read off the target browsers, `vendorPrefixes` adds and drops vendor prefixes for them, and `rewriteCustomProperties` shortens custom property values. Minification never changes whether a declaration parses, and beautifying keeps every rule. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Safely minify CSS (with source maps) and HTML assets when `optimization.minimize` is enabled, unless a minimizer is already configured for them, making only transformations an engine cannot tell apart. Every rewrite is named as an option, so it can be switched off. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Minify HTML further where the parsed document is unchanged: drop redundant quotes, whitespace nothing renders, escapes text does not need, implied tags, optional end tags nothing prints behind, empty attributes and nested empty elements; fold enumerated values and casing; normalize each attribute against the element it is on; and rewrite `style`, token lists, `srcset`, `sizes`, URL, integer and boolean attributes, viewport `content`, inline `` and a JSON `` body through their own grammars. Adds the `optimization.minimize.html` options `collapseWhitespace`, `mergeStyles`, `minifyConditionalComments`, `minifySrcdoc`, `preserveComments`, `removeEmptyAttributes`, `removeEmptyElements`, `removeImpliedTags`, `removeRedundantAttributes`, `sortAttributes` and `sortTokenLists`, and keeps an end tag the parent, the next element or the adoption agency would otherwise restructure the tree over. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Suggest the closest name or a casing fix anywhere in a failed request. (by [@alexander-akait](https://github.com/alexander-akait) in [#21727](https://github.com/webpack/webpack/pull/21727))

- Add aggregated `shutdown` hook to `MultiCompiler`. (by [@bjohansebas](https://github.com/bjohansebas) in [#21578](https://github.com/webpack/webpack/pull/21578))

- Report which compilers changed on the MultiCompiler `done` hook. (by [@bjohansebas](https://github.com/bjohansebas) in [#21580](https://github.com/webpack/webpack/pull/21580))

- Add `[containedpath]`/`[containedfile]` placeholders, used for `[path]`/`[file]` of asset and html modules with `experiments.futureDefaults`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21592](https://github.com/webpack/webpack/pull/21592))

- Configure or exclude each asset type's minifier via `optimization.minimize`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21663](https://github.com/webpack/webpack/pull/21663))

- Speed up builds and cut memory: faster CSS, HTML and JavaScript parsing and minification, a built-in scope analyzer replacing `eslint-scope`, faster dependency hot paths, module diagnostics, CommonJS export scanning and concatenated module renaming, runtime modules, parsers, generators and dependencies loaded only when used, one file watcher pool shared between MultiCompiler children, and lower parser, graph and startup memory. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Improve tree-shaking for a namespace reexported as default, and fix `import d from "./mod"; d.member` reading `undefined` in that case. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Warn on cross-kind CSS module export conflicts and let the class win. (by [@alexander-akait](https://github.com/alexander-akait) in [#21538](https://github.com/webpack/webpack/pull/21538))

- Add `output.resourceHints.dedupe` to skip prefetch links for already preloaded/prefetched chunks. (by [@alexander-akait](https://github.com/alexander-akait) in [#21386](https://github.com/webpack/webpack/pull/21386))

##### Patch Changes

- Let a memory-cache etag mismatch fall through to the file cache instead of reporting a miss. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Determine provided exports in dependency order, so a build's module hashes no longer depend on what the persistent cache held. (by [@alexander-akait](https://github.com/alexander-akait) in [#21630](https://github.com/webpack/webpack/pull/21630))

- Follow the HTML spec more closely when parsing and printing: frameset content, quirks paragraphs and selects, `` outside foreign content as a bogus comment, `<?target data?>` as a processing instruction, `</>` dropped, comment data and DOCTYPE identifiers read from the tokenizer states, attributes merged from a repeated `
`/`
` tag, legacy JavaScript script types, void `keygen` and font format detection — and hand back the tree a parsed document was built from when printing it. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Clear a `Watching`'s `blocked` flag when its build starts, so it reports only a child actually waiting for its MultiCompiler parent. (by [@bjohansebas](https://github.com/bjohansebas) in [#21639](https://github.com/webpack/webpack/pull/21639))
