Summary

Comparing the CSS minifier against Lightning CSS turned up four gaps where a browserslist target was handed CSS it cannot read:

  • Nesting was never lowered. A target reading no nesting got the nesting as written, so the rules inside it were never read at all. They are now written on their own, & standing for the parent as the :is() of it says.
  • color-mix() got no fallback. It was named by _UNREADABLE_COLOR_CALL_RE but not by _FALLBACK_COLOR_FUNCTION_RE, so a target reading none of it was left with a declaration it drops and nothing before it. A shorthand lowered into longhands now carries the fallback against the longhand naming the colour, rather than against the shorthand the target never reads.
  • @custom-media is resolved under the new customMedia.
  • :dir() is written as the [dir] attribute selector under the new rewriteDirSelector.

Each is under an option, per the schema's own convention: the two exact rewrites are on by default (nesting under the existing lowerUnsupported, color-mix() under colorFallbacks), and the two that do not strictly keep meaning are off until asked for — @custom-media being a draft no browser ships unflagged, and [dir] reading the attribute rather than the direction an element may inherit.

Nesting declines rather than guesses in three cases: where the target reads no :is() to write & with, where a declaration follows a nested rule (hoisting it would let the rule win against a declaration read after it), and for a rule written in an at-rule, which is what the rules in it are read under.

What kind of change does this PR introduce?

feat

Did you add tests for your changes?

Yes — 28 cases in test/CssSyntax.unittest.js, a new configCases/css/minimize-nesting-lowered driving all four through a real build, and a nesting fixture in test/syntaxEquivalence.spectest.js, which holds the lowered output to what Chrome computes from the nested source. That fixture is what caught a real bug before it shipped: a rule was draining an earlier sibling's pending rules, so a{& b{…}&.x{…}} resolved & b against a.x.

Does this PR introduce a breaking change?

No. The two new options default to off, and the two rewrites that are on by default only fire for a browserslist target that reads neither spelling — where the output today is CSS that target drops.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

optimization.minimize.css.customMedia and optimization.minimize.css.rewriteDirSelector, both described in schemas/WebpackOptions.json.

Use of AI

Written with Claude Code. It ran the feature comparison against Lightning CSS empirically (~90 probes through cssMinify rather than by reading code), wrote the implementation and tests, and verified against the browser tier. Every behavioural claim here was checked by running it: the support data is derived from BCD in tooling/generate-css-data.js, not hand-written, and the sibling-resolution bug above was found and fixed by that verification before review.

Merge Risk: 🟡 Moderate · up to 7188f

This change adds browser-targeted CSS lowering and public transform configuration, but generated configuration artifacts, fixture style compliance, and release-note formatting still need correction; nested color fallback handling also remains unresolved. These issues should be addressed before merging.

Handle nested functions in color fallback scanning.

The new color-mix alternative still uses ([^()]*), so it cannot match a mix with nested color functions. For example, color-mix(in srgb, rgb(0 0 0), rgb(255 255 255)) remains unreadable instead of receiving a fallback. Use a balanced, token-aware function scan and add a regression test.

As per coding guidelines, write tests for changed behavior.

Group comma-separated custom media before substitution. _takeCustomMedia stores (color), (hover) as one query, but _writeCustomMedia inserts it directly into the (--modern) fragment. The example therefore becomes @media (color), (hover) and (width>1024px){a{color:red}}, so and applies only to (hover). Convert top-level comma-separated alternatives to a parenthesized or condition, such as ((color) or (hover)), before substitution, and add this regression test.

A target reading no CSS nesting was handed the nesting as written, so
the rules in it were never read. They are now written on their own, `&`
standing for the parent as `:is()` of it says — declined where the
target reads no `:is()` to write it with, where a declaration follows a
nested rule (hoisting it would let the rule win against a declaration
read after it), and for a rule written in an at-rule, which is what the
rules in it are read under.

`_FALLBACK_COLOR_FUNCTION_RE`, so a target reading none of it was left
with a declaration it drops and no fallback before it. A shorthand
lowered into longhands now carries the fallback against the longhand
naming the color rather than against the shorthand the target never
reads.

`customMedia` writes the query a `@custom-media` names wherever a
condition asks for it. `rewriteDirSelector` writes `:dir()` as the
`[dir]` attribute selector; both are off until asked for, the first
being a draft no browser ships unflagged and the second reading the
attribute rather than the direction an element may inherit.
Codecov read 11 lines of the new code uncovered: the escape, quote and
bracket branches of the three selector scanners, and the guards around
them. Each is now driven by a selector that reaches it — a quoted space,
combinator or comma inside an attribute value, an escape written before
the `&`, a pseudo or attribute holding a combinator of its own, and the
part a dropped pseudo-element colon leaves empty.

Two guards were dead rather than uncovered and are gone: the rule asking
`_declarationsPrecedeRules` is one of the rules it reads, so that list is
never empty, and `_withColorFallback` is handed text it built from a
longhand and its value, so the name before the `:` is always there.
Two the review found, both confirmed against the code first.

A nested rule the prefixes rewrote was dropped whole: the caller handed
`_writeNested` no block for it, and the hoist then queued nothing and
answered null, so the rule went nowhere. It is several rules with
preludes of their own and no one rule to take out, so it stays where it
was written; the rules written in it still come out against it.

A `@custom-media` naming alternatives was written into a condition
whatever stood beside it, leaving an `and` binding to the last
alternative alone — `screen and (--m)` for `(a),(b)` says
`(screen and a) or b`. CSS has no parentheses to group a list inside a
condition, so one is now written only where the condition is the whole
prelude; a query of one condition is written wherever it is asked for.
The nesting, custom-media and color-mix declines were reached only by the
unit tier, so a real build exercised one branch of each pair.
…media`

The two are one draft and one build-time substitution, so the minimizer
takes one switch for both: `customMedia` becomes `resolveCustomAtRules`,
which now also writes what a `@custom-selector` name stands for.

A name is written as `:is(…)` whatever its list holds, matching what
`module.parser.css.customSelectors` already writes, so the same stylesheet
reads the same either way.
Both rewrote a stylesheet with every option already off, so a caller
asking the printer to change nothing still got a changed sheet. Over the
repository's 619 stylesheets that closes 29 of the 42 that did not round
trip, leaving `!important` (a keyword the printer writes rather than
copies), a `data:` payload's percent escapes, and error recovery.

##### Minor Changes

- Wrap concatenated modules in lazy `__webpack_require__.cw` accessors and inline `require()`, keeping a wrapped body's names and side effects intact. (by [@&#8203;hai-x](https://github.com/hai-x) in [#&#8203;21519](https://github.com/webpack/webpack/pull/21519))

- Add performance hints reporting what a build costs: duplicate packages and modules, circular dependencies, broad contexts, large modules and chunks, hotspots, `eval`, missing PURE annotations, polyfills, redundant dynamic imports, OS-dependent rules, cache effectiveness, how chunks load, what splitting refused, why an optimization was skipped, and rules, defines, externals, aliases and barrel reexports nothing uses. An oversized asset names its largest modules, and an entrypoint carrying the runtime recommends `optimization.runtimeChunk`. Enable every check not set individually with `performance.all`, report hints in stats only with `performance.hints: "stats"`, and get them in a stable order that leaves the build hashes unchanged. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Add the `descriptionRelativePath` module rule condition. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21705](https://github.com/webpack/webpack/pull/21705))

- Allow marking externals as side-effect-free with a `sideEffects` flag. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21712](https://github.com/webpack/webpack/pull/21712))

- Give externals the original request of a context module element. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21780](https://github.com/webpack/webpack/pull/21780))

- Resolve `@custom-media` values that are `true` / `false` or name another custom media. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21624](https://github.com/webpack/webpack/pull/21624))

- Add the `__webpack_css_server_styles__` module variable to read the CSS collected while rendering without a DOM, and keep that CSS in the order the styles were applied. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21576](https://github.com/webpack/webpack/pull/21576))

- Patch the HTML `<head>` in place on hot update instead of forcing a full reload, including when a `<script>` that never executed is removed. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21624](https://github.com/webpack/webpack/pull/21624))

- Scope counter names in CSS modules; fix the `counter()` counter-style and `animation` timeline keywords. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21600](https://github.com/webpack/webpack/pull/21600))

- Tree shake CommonJS: `module.exports` object literals, exports destructured from a `require()` binding, unused method requires, and unused side-effect-free `require()` calls and reexports. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Resolve relative entry `baseUri` values and bake one side of a hash cycle. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21750](https://github.com/webpack/webpack/pull/21750))

- Minify CSS further, only where the document is unchanged: shorthands and box longhands, `font-weight`, `<position>` and `font-stretch` keywords, colors (polar, Lab and `hsl()` converted to hex), numbers, times, zero units, `calc()` and every math function the spec names folded over constants, selector lists, An+B, keyframe selectors, media-feature ranges, `unicode-range`, `transition` layers, `display`, transforms, gradients, font families, identical repeated declarations, and rules an identical later one makes dead. Abilities are read off the target browsers, `vendorPrefixes` adds and drops vendor prefixes for them, and `rewriteCustomProperties` shortens custom property values. Minification never changes whether a declaration parses, and beautifying keeps every rule. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Safely minify CSS (with source maps) and HTML assets when `optimization.minimize` is enabled, unless a minimizer is already configured for them, making only transformations an engine cannot tell apart. Every rewrite is named as an option, so it can be switched off. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Minify HTML further where the parsed document is unchanged: drop redundant quotes, whitespace nothing renders, escapes text does not need, implied tags, optional end tags nothing prints behind, empty attributes and nested empty elements; fold enumerated values and casing; normalize each attribute against the element it is on; and rewrite `style`, token lists, `srcset`, `sizes`, URL, integer and boolean attributes, viewport `content`, inline `<style>` and a JSON `<script>` body through their own grammars. Adds the `optimization.minimize.html` options `collapseWhitespace`, `mergeStyles`, `minifyConditionalComments`, `minifySrcdoc`, `preserveComments`, `removeEmptyAttributes`, `removeEmptyElements`, `removeImpliedTags`, `removeRedundantAttributes`, `sortAttributes` and `sortTokenLists`, and keeps an end tag the parent, the next element or the adoption agency would otherwise restructure the tree over. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Suggest the closest name or a casing fix anywhere in a failed request. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21727](https://github.com/webpack/webpack/pull/21727))

- Add aggregated `shutdown` hook to `MultiCompiler`. (by [@&#8203;bjohansebas](https://github.com/bjohansebas) in [#&#8203;21578](https://github.com/webpack/webpack/pull/21578))

- Report which compilers changed on the MultiCompiler `done` hook. (by [@&#8203;bjohansebas](https://github.com/bjohansebas) in [#&#8203;21580](https://github.com/webpack/webpack/pull/21580))

- Speed up builds and cut memory: faster CSS, HTML and JavaScript parsing and minification, a built-in scope analyzer replacing `eslint-scope`, faster dependency hot paths, module diagnostics, CommonJS export scanning and concatenated module renaming, runtime modules, parsers, generators and dependencies loaded only when used, one file watcher pool shared between MultiCompiler children, and lower parser, graph and startup memory. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Improve tree-shaking for a namespace reexported as default, and fix `import d from "./mod"; d.member` reading `undefined` in that case. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21841](https://github.com/webpack/webpack/pull/21841))

- Warn on cross-kind CSS module export conflicts and let the class win. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21538](https://github.com/webpack/webpack/pull/21538))

##### Patch Changes

- Fix broken HMR with `output.module` and non-`import` chunk loading by emitting a plain-JSON hot-update manifest. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21460](https://github.com/webpack/webpack/pull/21460))

- Fix unused CSS module exports leaking into the JS wrapper. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21301](https://github.com/webpack/webpack/pull/21301))

- Fix deferred import evaluation: re-throw cached errors, guard forcing a still-evaluating module, keep re-exported deferred namespaces identical, and evaluate initial-chunk deferred context imports lazily. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21446](https://github.com/webpack/webpack/pull/21446))

- Keep ESM live bindings for a module library's entry exports, including when the runtime is emitted as a separate chunk. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21349](https://github.com/webpack/webpack/pull/21349))

- Fix SplitChunks merging undersized modules into the wrong result group. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21356](https://github.com/webpack/webpack/pull/21356))

- Fix named id assignment reusing an already-used numbered suffix, which could produce duplicate module/chunk ids. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21406](https://github.com/webpack/webpack/pull/21406))

- Fix inlined non-binary asset modules with `encoding: false` emitting "undefined" instead of their content. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21406](https://github.com/webpack/webpack/pull/21406))

- Decode non-base64 data URIs as UTF-8 so multi-byte characters are preserved. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21366](https://github.com/webpack/webpack/pull/21366))

- Keep required JSON data intact when a prototype method (e.g. `arr.includes()`) is called on it. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21433](https://github.com/webpack/webpack/pull/21433))

- Recognize modern RegExp flags (`d`, `s`, `u`, `v`) when statically evaluating `new RegExp(...)`. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21366](https://github.com/webpack/webpack/pull/21366))

- Merge object-form and dotted DefinePlugin definitions so `import.meta.env`/`process.env` are consistent across direct, whole-object and destructured access. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21419](https://github.com/webpack/webpack/pull/21419))
