fix(cache): count a module's references when restoring its mem cache - #22749
Conversation
With `cacheUnaffected`, a module counted as unaffected when every connection it still had pointed where it did, so a connection gone because its target was deleted went unnoticed and the module kept its re-exports. Store how many references were recorded and compare that too.

Summary
Found by the rebuild fuzzer. With
cacheUnaffected, a module that wasn't rebuilt counts as unaffected when every connection it still has points where it did. A connection that is gone because its target was deleted is never compared, so the module keeps its old memoized exports and code. This stores how many references were recorded and compares that too. A connection that appears needs nothing, because restoring a missing target already rebuilds its importer. What kind of change does this PR introduce?
fix
Did you add tests for your changes?
Yes: test/watchCases/cache/unaffected-deleted-reexport-target deletes and restores the target of export { a as r } from and export * from, and checks the exports the module defines before it throws. It fails on main and with the count check removed, in WatchTestCases and WatchCacheUnaffectedTestCases.
Does this PR introduce a breaking change?
No
If relevant, what needs to be documented once your changes are merged or what have you already documented?

Use of AI
I used and directed Claude Code to find the bug with a rebuild fuzzer, write the fix and the test, break the fix on purpose, and check coverage. I reviewed every change myself.
