Summary

The CSS minifier dropped a valid fallback when the declaration after it is one no engine reads. I found this by running the browser equivalence suite with opt-in options turned on.

  • With a browserslist target: the gradient check accepted any keyword anywhere, so an invalid radial-gradient(red at center, blue) counted as readable.
  • With dropOverriddenDeclarations and no target: the option assumed every later value is read, so device-cmyk() won as well.

Now a gradient keyword counts only in the first argument with no colour beside it, and with no target the option checks the later value against Chromium, Gecko and WebKit.

/* input */  .a{background-image:linear-gradient(red,blue);background-image:radial-gradient(red at center,blue)}
/* before */ .a{background-image:radial-gradient(red at center,blue)}   /* invalid → background: none in Chrome */
/* after */  .a{background-image:linear-gradient(red,blue);background-image:radial-gradient(red at center,blue)}

The equivalence suite now also runs the configCases and benchmark corpora with dropOverriddenDeclarations, and with HTML sortAttributes plus sortTokenLists, in Chrome, Firefox and WebKit. The other opt-ins change what the DOM or CSSOM reports on purpose (custom-property text, whitespace, whether an attribute is present), so each needs a check of its own; that is follow-up work.

What kind of change does this PR introduce?

fix

Did you add tests for your changes?

Yes:

  • test/configCases/css/minimize-dead-fallbacks (target mode) and test/configCases/css/minimize-drop-overridden-declarations (no target), both failing before the fix.
  • New opt-in variants in test/specCases/syntaxEquivalence.spectest.js, which pass in Chromium locally.

Does this PR introduce a breaking change?

No.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

The dropOverriddenDeclarations description now says it assumes the engines shipping today.

Use of AI

Claude Code ran the equivalence suite, found and fixed the bug, and wrote the tests. I reviewed the diff.

Summary by CodeRabbit

  • Bug Fixes
    • Preserves earlier CSS fallbacks when a later value is invalid or unsupported by relevant browsers.
    • Retains vendor-prefixed declarations unless a standard declaration safely overrides them.
    • Avoids converting near-gray oklch() colors when conversion could change their hue.
    • Keeps empty HTML elements whose bare form may be meaningful or observed, while still removing eligible empty elements.
  • Documentation
    • Clarified how browser support affects CSS fallback removal and which empty HTML elements may be removed.

A later declaration only overrides an earlier one where the targets read
it. The gradient check accepted any keyword anywhere, so an invalid
`radial-gradient(red at center, blue)` dropped a valid fallback under a
browserslist target, and `dropOverriddenDeclarations` without one
assumed every later value is read. The browser equivalence suite now
also runs the corpora with that option and with sorted attributes and
token lists.

📝 Walkthrough

CSS declaration removal and HTML empty-element removal use revised eligibility rules. Syntax-equivalence tests add opt-in HTML and CSS comparisons with configurable relaxations.

Changes: Minifier removal safety

Layer / File(s) Summary
CSS fallback readability
lib/css/syntax-parser.js, schemas/WebpackOptions.json, test/configCases/css/*, test/unitCases/CssSyntax.unittest.js, .changeset/150-minifier-kept-fallbacks-and-elements.md
CSS readability checks use selected browsers when configured, or require support across Chromium, Gecko, and WebKit when no target is selected. Gradient checks reject invalid arguments and unsupported values. OKLCH conversion and vendor-prefixed declaration removal use updated checks. Fixtures and unit tests cover these cases.
Empty-element removal rules
tooling/generate-html-data.js, lib/html/syntax-parser.js, lib/html/syntax-printer.js, schemas/WebpackOptions.json, test/unitCases/HtmlSyntax.unittest.js
Generated data now lists elements eligible for removal when empty and attribute-free. The parser, option descriptions, and tests reflect the eligibility rule and optional end-tag handling.
Equivalence relaxation rules
test/helpers/syntaxEquivalence.js, cspell.json
Comparison helpers add opt-in HTML relaxations for whitespace, redundant attributes, empty elements, and merged styles. CSS comparisons add relaxations for length units, custom properties, vendor-prefixed properties, and approximate colors.
Opt-in minifier comparisons
test/specCases/syntaxEquivalence.spectest.js
Config and benchmark corpora gain opt-in HTML and CSS fixtures. Comparisons pass relaxation metadata to the helpers and track separate defect maps. WPT corpora have no opt-in fixtures or defect maps.

Possibly related PRs

  • webpack/webpack#22513: Both changes use CSS value readability, including gradient arguments, to decide whether earlier declarations can be removed.
  • webpack/webpack#22489: Both changes check gradient support before removing earlier declarations.
  • webpack/webpack#22290: Both changes update empty-element removal decisions based on rendered output.

Shorten the release-note sentence before merging. The remaining comparison gap limits what the opt-in tests can detect, but does not establish a current minifier failure.

Changed, test edited moved partly because the test did — Test edit is how many bytes the test gained, and a bundle that grew by less is not a regression. No runtime gained or lost a runtime module.

Built test/configCases with the defaults a user gets: 2255 test(s), 8988 asset(s), 101 emitted nothing.

Each opt-in now runs over the corpora in Chrome, Firefox and WebKit, with
only what it rewrites on purpose set aside: custom-property text, a
length's unit, an approximated or clipped color, a prefix the target
adds or drops, collapsed whitespace, a redundant attribute, an empty
element, merged style elements.

Doing so found `removeEmptyElements` dropping elements that render or
are read when empty — buttons, a customizable select's
`selectedcontent`, options, list items, iframes, paragraphs and every
custom element — so it now drops only names known to render nothing.

Do not drop every HTML <style> shape from the relaxed comparison.

The opt-in corpus contains adjacent styles with different media and nonce attributes. mergeStyles correctly refuses to merge those styles, but the comparator drops both elements and retains only their CSS text. A regression that merges them or loses those attributes can therefore pass the equivalence check. Relax the element-shape comparison only for styles that the merge operation actually absorbs; keep shapes for nonmergeable styles. The matching media="screen" pair must still allow the intentional merge.

Comment thread test/helpers/syntaxEquivalence.js
Chromium reads a converted color's oklch hue as missing below a chroma of
0.02, so a near-gray hex mixed in oklch paints another hue. The equivalence
checker now also collapses whitespace in shadow roots and reads each color of
a multi-color value on its own.
A vendor-prefixed declaration is dropped only behind a standard twin that
wins the cascade or says the same thing, since Firefox still reads
-moz-transform as an alias. The equivalence checker reads redundancy off one
normalized value, reads blocking as a token list, relaxes keyframes and rule
text, and tolerates a step only inside painted colors.

🟡 Minor · Require a color stop before treating a gradient as readable. · syntax-parser.js:14715-14760

lib/css/syntax-parser.js:14715-14760
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Require a color stop before treating a gradient as readable.

_gradientArgumentsRead validates each argument but never requires a color stop. Therefore, linear-gradient(to right) and linear-gradient(10px,20px) can return true, although neither value contains a valid color stop. The later declaration can then be treated as readable and remove an earlier valid background-image fallback.

Count color stops across the arguments and return true only when at least one is present. The CSS Images grammar permits one-stop gradients, so requiring two stops would reject valid gradients unnecessarily.

Suggested fix
 const _gradientArgumentsRead = (inner) => {
 	const args = _splitTopLevelArguments(inner);
+	let stops = 0;
 	for (let index = 0; index < args.length; index++) {
 		...
 			if (!color || ++colors > 1 || words !== 0) return false;
 		}
+		if (colors !== 0) stops++;
 	}
-	return true;
+	return stops > 0;

Shorten the changeset description to the documented limit.

The 119-character sentence exceeds the documented 80-character limit. Changesets are copied into CHANGELOG.md verbatim, so this new entry violates the release-description contract. The one-entry exception permits only a slight extension; 39 extra characters exceed that allowance.
