DotenvPlugindropped a prefixed variable set to""in the process when no.envfile defines it, because_getEnvused a truthiness check. An empty process value that also exists in.envalready won, sinceexpand()checks withhasOwnProperty. This PR makes_getEnvuse the same check. That matches ViteloadEnv, Next.js, dotenv, Node--env-fileand Bun.WEBPACK_FOO=""in the process, not in.env:process.env.WEBPACK_FOOundefined""import.meta.env.WEBPACK_FOOundefined""What kind of change does this PR introduce?
