Summary

An at-keyword may be written with CSS escapes — @\6c ayer is a legal spelling of @layer — but every table the CSS minifier looks a name up in was keyed by the raw spelling, so such a rule took no branch any of them names. Two of those lookups are refusals rather than optimizations, which is where this is a defect and not a missed one: a sheet writing @\6c ayer a; twice around a rule had the first statement dropped, moving where that layer sits in the cascade, and @\69 mport behaved the same. What kept most sheets from reaching it was the namespace-prologue scan treating any escaped at-keyword as a possible @namespace, which disabled every top-level transform for the whole stylesheet.

The fold is now stated once (_atKeyword) and reached through path.atKeyword() for a node and _namesAtRule for printed text. Layer gathering deliberately stays on the plain spelling — it slices the name at a fixed NAMED_LAYER_OPENER_HEAD an escape makes wrong, so an escaped @layer is gathered by nothing, which is the safe answer — while the refusals that keep two layers apart do read the name. Over every .css file in test/ under four option sets, exactly one fixture's output moves (configCases/css/parsing/cases/at-rule.css, the only one carrying an escaped at-keyword), and it becomes byte-identical to what that sheet already produced without the escape.

What kind of change does this PR introduce?

fix

Did you add tests for your changes?

Yes — test/configCases/css/minimize-escaped-at-rule-names/ (snapshotted emitted CSS) and a new describe in test/unitCases/CssSyntax.unittest.js; 6 of its 9 cases fail on main, the other 3 pin the refusals that must stay refused.

Does this PR introduce a breaking change?

No.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

n/a

Use of AI

Claude Code was used throughout: to locate the at-rule name lookups, write the change and its tests, and run the verification (a differential over every .css fixture in the repo against main, plus bisecting each behaviour to the hunk that carries it). One intermediate revision regressed anonymous-layer handling; that was caught by the differential and is why layer gathering is left on the plain spelling here. Every claim above was measured rather than assumed, and all output was reviewed by me.

📝 Walkthrough

Walkthrough

The CSS parser and minifier now decode escaped at-rule names before comparison. Name-length-sensitive slicing preserves the written spelling. Unit and configuration tests cover known, anonymous, namespace, and unknown escaped at-rules.

Generated code size

Comparing base (3d2bec0) to head (dc4a478). Merging this pull request changes the size of 55 asset(s) whose tests it leaves untouched and adds 10 new asset(s).

What moved Tests Assets Gzip Raw Test edit
Changed, test untouched 24 55 🔴 ↑ +658 B 🔴 ↑ +1.04 KiB —

Read Changed, test untouched first: the test is byte-identical on both sides, so webpack generated the difference. Changed, test edited moved partly because the test did — Test edit is how many bytes the test gained, and a bundle that grew by less is not a regression. New and Deleted are whole files, not deltas, so adding tests cannot bury a real change. Gzip decides, because that is what users download; raw is the tiebreak, and brotli and zstd are per asset below.

An at-keyword may be written with escapes — `@\6c ayer` is `@layer` — but
every table the minifier looks a name up in was keyed by the raw spelling,
so such a rule took no branch any of them names.

Two of those lookups are refusals rather than optimizations, which is where
this is a defect rather than a missed one: a sheet writing `@\6c ayer a;`
twice around a rule had the first statement dropped, moving where the layer
sits in the cascade, and the same held for `@\69 mport`. What kept most
sheets from reaching that was the namespace prologue scan treating any
escaped at-keyword as a possible `@namespace`, which disabled every
top-level transform for the whole stylesheet.

The fold is stated once, in `_atKeyword`, and reached through a new
`path.atKeyword()` for a node and `_namesAtRule` for printed text. Layer
gathering stays on the plain spelling deliberately: it slices the layer's
name at a fixed `NAMED_LAYER_OPENER_HEAD` an escape makes wrong, so an
escaped `@layer` is gathered by nothing — the safe answer — while the
refusals that keep two layers apart do read the name.
`AT_RULE_NAME_SOURCE`, `ANONYMOUS_LAYER_RE` and the prelude trim next to
them used `\s` and `String.trim`, both of which treat U+00A0 as whitespace.
CSS does not: it is an identifier code point, so a name carrying one keeps
it, and truncating there reads `@layer ` as the `@layer` it is not.

No output moves. Both helpers only ever refuse, and the deciding path for
the tables they feed is the node-based `path.atKeyword()`, which reads the
name the tokenizer built. This makes the two agree rather than leaving one
of them right by being shadowed.

Comment thread lib/css/syntax.js
`AT_RULE_NAME_SOURCE` let two alternatives take the same `\6d`: the hex
escape, or the generic escape followed by the class. A prelude the opener
never matches then repartitioned the whole run on every backtrack, so a
60-character `@\6d…\6d (x){` took 8.2s and each further escape doubled it —
reached from `_openerKey` for any block opener, on whatever CSS a build is
handed.

The hex escape is now pinned to six digits, or to fewer with no hex digit
after it, and the generic escape excludes hex, so neither can take the
other's input. Every spelling reads as before: 20 escape forms, the CSS unit
tests and `configCases/css` are unchanged. The added case takes 93s and
fails on the old pattern against a 2s bound.

`mergeDistantRules` landed with two expectations written before #22201 made
an at-keyword read as the name its escapes spell. They assert that
`@\6d edia` is left as it stands and that an escaped `@keyframes` keeps
`from` — both of which were only true while the tables were keyed by the raw
spelling, so they have failed on `main` since #22174 merged.

The behaviour is the one #22201 established and is what the plain spelling
already gets: the two escaped conditions join, the sheet echoes the spelling
back as written, and the keyframe selector shortens. Added alongside is the
refusal under an escaped name, since reading the name is what reaches it.

…t of lib/ root (#22213)

* refactor: group the module graph's nodes and edges into lib/graph/

`lib/graph/` already held the two graphs a compilation carries; it now holds
what they are graphs of. The edges join it — `Dependency`, the
`DependenciesBlock` holding them and the `AsyncDependenciesBlock` for a block
loaded on demand — and so does the chunk side, `Chunk`, `ChunkGroup`,
`Entrypoint` and `HotUpdateChunk`. `lib/dependencies/` keeps the concrete
subclasses and `lib/template/` the `DependencyTemplate` they print through;
these are the base classes every build has. Root goes from 49 files to 45.

Three re-exports are owed and kept. `ignore-webpack-plugin` requires
`lib/Dependency` at the top level and peers webpack >=5;
`external-svg-sprite-loader` and its pixolith fork require `lib/Chunk` the
same way; `@vue/preload-webpack-plugin` requires `lib/Entrypoint` at module
scope and peers webpack 5. `lib/Chunk`'s and `lib/Entrypoint`'s `tsType` in
the schema point at the real path, since a type cannot be read through the
re-export.

`lib/AsyncDependenciesBlock` is recorded as unreachable instead: its only
importer is hard-source-webpack-plugin, which also imports
`lib/DependenciesBlockVariable` and `lib/JavascriptGenerator`, both removed
in webpack 5. The two serializable classes keep their old request restorable
through `registerLegacyRequest`, so a cache pack written before this loads.

`AsyncDependenciesBlock`'s removed-property tombstone gains the JSDoc its
`Dependency` counterpart already carried — without it the getter infers an
implicit `any` that `tsc` reports once the file moves.

* refactor: group the define plugins into lib/define/

`DefinePlugin` replaces a free identifier with a constant at parse time, and
`EnvironmentPlugin` and `DotenvPlugin` are each that same plugin fed from
somewhere else — one from `process.env`, one from a `.env` file, both
constructing a `DefinePlugin` and handing it definitions. The three move
together. `ProvidePlugin` substitutes an import rather than a value, so it
stays out. Root goes from 45 files to 42.

No re-export is owed: the ecosystem scan records no package importing any of
the three paths, and none of them is serializable or named by a `tsType`.
`DotenvPlugin` reads `schemas/WebpackOptions.json` relative to itself to
validate its own options, so that request moves down a level with it.

* refactor: move the last three stragglers into the directories that own them

`ModuleInfoHeaderPlugin` prints the per-module comment header into the
generated bundle through `Template`, so it joins `lib/template/`.
`LazyBarrel` finds the barrel files worth deferring and is required only by
`Compilation`, and `ConcatenationScope` is the protocol scope hoisting runs
on — `lib/optimize/ConcatenatedModule.js` is the only thing that constructs
one, while generators across `lib/` render through it — so both join
`lib/optimize/`. Root goes from 42 files to 39.

`lib/errors/` needed nothing: `WebpackError` and `ModuleNotFoundError` were
moved there already and the root files are re-exports, as are `InitFragment`
and `DependencyTemplate` for `lib/template/`. No re-export is owed for these
three — the ecosystem scan records no package importing them — and none is
serializable or named by a `tsType`.

* refactor: record every path this moves that the scan finds no importer for

The three-way classification the guide describes leaves a path nobody imports
in neither map, which reads as an omission rather than as a decision. Record
those nine under `removed` with the reason, so the record answers for every
path that left `lib/` root in this change rather than only for the ones an
importer was found for.

The consequence is worth stating: `--write` skips a path `removed` names, so
a package that starts importing one of these later is no longer recorded, and
`--check` no longer learns a re-export is owed.

* test(css): expect an escaped at-keyword to join like the name it spells

- Apply `plugins` set on a multi-configuration array to the `MultiCompiler`. (by [@alexander-akait](https://github.com/alexander-akait) in [#22702](webpack/webpack#22702))

- Add `optimization.minimize.css.dropOverriddenDeclarations`, dropping a declaration a later one overrides where no target is named. (by [@alexander-akait](https://github.com/alexander-akait) in [#22175](webpack/webpack#22175))

- Export more plugins under their scope, move eleven loose exports under theirs, deprecate the old, and expose `template.DependencyTemplate`, `module.NullFactory` and `util.makeSerializable`. (by [@alexander-akait](https://github.com/alexander-akait) in [#22261](webpack/webpack#22261))

- Let `util.makeSerializable` take several requests, current one first. (by [@alexander-akait](https://github.com/alexander-akait) in [#22340](webpack/webpack#22340))

- Emit the source map `scopes` field, so a debugger resolves imported ESM bindings by name. (by [@alexander-akait](https://github.com/alexander-akait) in [#21999](webpack/webpack#21999))

- Add `library.entryExports: "all"` to expose the exports of every entry module. (by [@alexander-akait](https://github.com/alexander-akait) in [#22235](webpack/webpack#22235))
