Summary

A minified .css asset holding a non-ASCII character opens with @charset "UTF-8";, so it is read as UTF-8 wherever it is served. Most sites already serve CSS as UTF-8 (the Content-Type says so, or the linking page is UTF-8), and there those 17 bytes say nothing. The new charset option keeps today's behavior as "auto" (the default: @charset only when the output holds a non-ASCII character), and false writes no @charset while still writing an escaped character past U+FFFF as the character.

optimization: { minimize: { css: { charset: false } } }
/* "auto" */ @charset "UTF-8";.icon:before{content:"󰪆"}.accent:before{content:"é"}
/* false  */ .icon:before{content:"󰪆"}.accent:before{content:"é"}

With charset: false, over the CSS comparison corpus (modern target), 27 sheets shrink by 12–27 B gzip and none grow. Against lightningcss, which writes no @charset:

Quasar +41 B +25 B
Materialize −6 B −26 B

What kind of change does this PR introduce?

feat

Did you add tests for your changes?

Yes: test/configCases/css/minimize-charset (fails with the default "auto"), and the CLI flag snapshot.

Does this PR introduce a breaking change?

No. The default "auto" keeps today's output.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

optimization.minimize.css.charset: "auto" (default) writes @charset only for non-ASCII output; set false only when the CSS is read as UTF-8 anyway, else non-ASCII characters are misread. Described in the schema.

Summary by CodeRabbit

  • New Features
    • Added a CSS minimizer charset option. With "auto", a UTF-8 charset declaration is emitted when the output contains non-ASCII characters; setting the option to false omits the declaration.
    • CSS string values retain their normalized form when charset declaration conditions are not met, including when charset output is disabled. This keeps string content consistent while allowing the charset declaration to be controlled separately.

Generated by Claude Code

A .css asset served as UTF-8 needs no @charset "UTF-8" to be read so; the
option states that, so the minimizer writes none and still writes an escaped
character past U+FFFF as the character.

The CSS minimizer now accepts charset: "auto" | false and passes it to CSS printing. The printer uses the option to control UTF-8 charset declaration and string escaping. A configuration test checks the generated CSS.

The minimizer accepts and passes charset to the printer. The printer tracks whether UTF-8 is assumed, omits @charset "UTF-8"; when charset is false, and updates astral string escaping. The schema and changeset describe the option.

Read Changed, test untouched first: the test is byte-identical on both sides, so webpack generated the difference. Changed, test edited moved partly because the test did — Test edit is how many bytes the test gained, and a bundle that grew by less is not a regression. New and Deleted are whole files, not deltas — a new asset was created, not grown, so it reads gray (⚪ added) — and adding tests cannot bury a real change. Gzip decides, because that is what users download; raw is the tiebreak, and brotli and zstd are per asset below.

Merging this PR will regress 1 benchmark

⚠️ 108 benchmarks spent significant time in system calls

System calls cannot be consistently instrumented, so they are not included in the measure, which understates the real cost. Please switch to the Walltime instrument to accurately measure system calls.

Measurement and system calls

ℹ️ 29 benchmarks have no flame graph

The flamegraph could not be generated because too much time was spent in runtime internals, making the visualization not useful for performance analysis.

`"auto"` (the default) writes `@charset "UTF-8"` only when the output
holds a non-ASCII character; `false` writes none, as assumeUtf8: true did.

- Add `optimization.minimize.css.dropOverriddenDeclarations`, dropping a declaration a later one overrides where no target is named. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;22175](webpack/webpack#22175))

- Export more plugins under their scope, move eleven loose exports under theirs, deprecate the old, and expose `template.DependencyTemplate`, `module.NullFactory` and `util.makeSerializable`. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;22261](webpack/webpack#22261))

- Emit the source map `scopes` field, so a debugger resolves imported ESM bindings by name. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;21999](webpack/webpack#21999))

- Add `library.entryExports: "all"` to expose the exports of every entry module. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;22235](webpack/webpack#22235))

- Recognize a required `const` binding assigned to `exports` as a re-export. (by [@&#8203;hai-x](https://github.com/hai-x) in [#&#8203;22276](webpack/webpack#22276))

- Accept glob patterns in more path, module and file filter options. (by [@&#8203;hai-x](https://github.com/hai-x) in [#&#8203;22422](webpack/webpack#22422))

- Bundle a run of inline `<script>` tags into one chunk the page can inline. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;22188](webpack/webpack#22188))

- Add `optimization.splitChunks.dedupDepth` to discover chunk intersections. (by [@&#8203;alexander-akait](https://github.com/alexander-akait) in [#&#8203;22240](webpack/webpack#22240))
